Consistent usage of the modal header close button ( #28681 )

* Convert OLModal to named exports only
* Make closeButton the default for OLModalHeader
* Set `closeButton={false}` for modal that is not dismissible
* Fix duplicated imports
* Remove another unnecessary `closeButton` prop
* Fix import
